Powering Digital Uzbekistan: DataVolt’s TAS-1 Project Receives USD 150 Million in Financing

DataVolt, a global company specializing in the development of large-scale data centers and integrated infrastructure solutions, has secured up to USD 150 million in non-recourse project financing from a consortium of international development finance institutions. The funding will support the construction and long-term operation of the company’s 12 MW green data center in Tashkent, Uzbekistan.
The facility, known as TAS-1, is expected to become one of the largest AI-ready green data centers in Central Asia when it begins operations in late 2026.
The financing package has been provided by four major international financial institutions: DEG, the European Bank for Reconstruction and Development (EBRD), the OPEC Fund for International Development, and Proparco. The investment is designed to support Uzbekistan’s ongoing digital transformation and strengthen the country’s technological infrastructure.
The 12-year financing agreement comes at a time when demand for digital infrastructure is increasing across the region. The project also aligns with Uzbekistan’s “Digital Uzbekistan-2030 Strategy,” which aims to expand the country’s market for AI-related products and services to USD 1.5 billion by 2030.

In addition to strengthening infrastructure, the project is intended to contribute to the development of a modern digital ecosystem in Uzbekistan. Alongside world-class data center capabilities, the initiative includes investments in workforce development and local talent.
As part of this effort, DataVolt has partnered with Shirin College to launch a dedicated two-year diploma program focused on preparing future specialists in data center operations and digital infrastructure. The program reflects a broader commitment to supporting Uzbekistan’s ambition of becoming a regional digital hub by ensuring that the growth of digital infrastructure is accompanied by the development of skilled local professionals capable of participating in the global AI and digital economy.

Rajit Nanda, CEO of DataVolt, emphasized the importance of the financing agreement:

Monika Beck, a member of DEG’s Management Board, highlighted the project’s sustainability goals:

DataVolt is building a new AI-ready data center that aims to operate primarily using renewable energy supplied through Uzbekistan’s local power grid. Our support reflects our commitment to advancing green digital infrastructure as part of the Digital Uzbekistan 2030 Strategy.”
Holger Muent, Director of Telecommunications, Media and Technology at the EBRD, noted the wider economic benefits of the project:
“This investment represents an important step in expanding digital infrastructure capacity in Central Asia’s most populous country. It will improve data management, analytics, and digital services for a wide range of businesses, from agricultural producers and food processors to manufacturing companies.”
Khalid Khadduri, Vice President for Private Sector Operations at the OPEC Fund, stressed the role of digital infrastructure in economic growth:
“Uzbekistan’s digital transformation is creating significant opportunities for economic diversification, innovation, and private-sector development. Expanding modern digital infrastructure is essential for maintaining this momentum, increasing access to technology-driven services, and enhancing the country’s competitiveness. The OPEC Fund is pleased to support a project that will accelerate this transition through long-term private investment while also serving as the project’s financial model bank.”
Anne Gautier, Head of Energy and Telecom for Asia and Latin America at Proparco, described the project as a significant milestone:
“This investment marks Proparco’s first data center project in Uzbekistan and demonstrates our strong commitment to supporting the country’s economic transformation through sustainable digital infrastructure. By combining digitalization, energy efficiency, and high environmental and social standards, the project contributes directly to Uzbekistan’s development goals for 2030.”
